Evidence-led analysis examining policy, governance, privacy, inclusion and institutional challenges.
Why Policy and Governance
Public policy shapes how evidence becomes action. In Northeast India, many policies are designed nationally and applied to a region with distinctive demographic, geographic, cultural and administrative conditions. Where evidence from the region is thin, policy can miss its intended effect. Neomics Research Foundation examines how policy and governance decisions play out in the Northeast, and what better evidence could change.
Focus Areas
- Data governance and privacy — how the Digital Personal Data Protection Act, 2023 and the Digital Personal Data Protection Rules, 2025 affect research, public services and citizens.
- Digital census and the digital state — the move to digital enumeration in Census 2027 and its implications for inclusion, data quality and public trust.
- Health policy and public–private partnerships — how partnerships between government, industry and civil society can strengthen healthcare delivery and research capacity.
- Development governance in the Northeast — how national schemes and state institutions address the region’s specific needs, including tribal and rural development.
- Institutional and non-profit governance — transparency, accountability and good practice for research institutions and civil society organisations.
Our Approach
Our analysis follows the same standards as the rest of our work:
- Primary sources first — legislation, official data, government orders, parliamentary records and peer-reviewed research.
- Fact separated from interpretation — we distinguish what the evidence establishes from what it suggests, and state uncertainty openly.
- Independence — our conclusions follow the evidence, not the preferences of any funder, partner or political position.
- Regional relevance — we ask what a national policy means for people and institutions in Northeast India.
Current Work
- Census 2027 & Digital State — research on digital self-enumeration, privacy, data protection and inclusion.
- Northeast India Clinical & Translational Research Landscape 2026 — an assessment of clinical research capacity and gaps, with implications for health research policy.
Further policy briefs and analysis are in preparation and will be published on this page and in Ideas & Analysis.
